‘Protection, wisely gauged so as to avoid creating monopolies and to
develop all the natural resources of a land, is undoubtedly of some advantage in
preventing the rapid leveling of labor the world over.
However, at the very most it is but an inclined plane down which wages
will go to the lower level, instead of with a ruder jolt over the precipice.
Soon or later, under the competitive system now controlling, goods as
well as wages will be forced to nearly a common level the world over.’
